Should you, however, decide that compensation should

be given then I am of opinion it would be preferable to give it,

in the circumstances indicated in the enclosures to my despatch

1824 No.117 of the 8th of April, rather than to renew the lease for 21

years because I am convinced that a renewal for such a short period would not be attractive to Chinese who form the majority of investors in real estate in this Colony.
